I am a sometimes late person (a trait I don’t really like but actively trying to improve) but being THAT late is insulting. You have to value other people’s time.
Does she wear tight/fashionable/high heeled shoes? Was I wearing such, I’d wait a million years for a bus rather than walk and cripple myself. If, on the other hand, she wears comfy shoes - that’s a different dynamic.
Meeting her anyway sends the signal that you’re fine with being such a low priority in her world. And she’ll have no incentive to alter her behaviour next time.

I had to step away from a friendship yesterday for a similar reason.
It feels bad today, but I’m glad I did it because I don’t want to be the kind of person who is OK with that behaviour.
This person doesn’t value your time and that’s a pretty big red flag.

She’s wearing sneakers right now. Just too “lazy” to walk. I hate calling people lazy but she takes pride in it.
