Is he just a nutty gardener or might there be another purpose? My FIL used to go out the front and hose down the driveway and hand water the front lawn for an hour or more. I observed that he did it at certain times of the day; in order to observe the comings and goings in the street, and entrap passing neighbours into conversation (and with him being an elderly ex cop, they found it hard to extricate themselves from it).
Oh he has them. He makes noise in the garage. Checks up progress with council workers when they’re around. Prints out complaint letters (to the council) and brings copies over to everyone on the street to discuss.
Bless my neighbour. After all the rain we’ve had, he’s watering his grass right now.

It’s grass. It’s the same grass that grows on in my yard. Mine stays just as green with 90% less watering.
at this point he’s not watering it, he’s washing it.

He’s around 80, retired and does it to kill time. Also to get away from his wife.
The times he tries to engage in conversations it doesn’t go far, as he’s completely insufferable.
He needs to find a different hobby.
