If I know someone who is hoarding lots of plastic bottles in the belief they will make money when the container deposit scheme comes in, am I a bad person if I don’t tell them containers will need to have a specially printed barcode on them to be eligible?
That’s a tough one. Not really. Don’t step on someone’s hobby. Plead ignorance. In fact help them out by dumping I mean donating some of yours. (If they’re sharing their bed with the plastic then maybe it’s time to step in).
It will be worthwhile for personal quantities if you have a reverse vending machine or return point somewhere you regularly go, but it would not be worth the logistics of collecting and transporting large amounts of other people’s discards. And without the label showing the 10c deposit was paid (which won’t be there until the scheme is actually introduced) you can’t get it refunded, so the old bottles are worth nothing.
