Years ago I did a framing course at a shop - you learn how to do it yourself, then you can go in and use the equipment there and just pay for your materials. More recently I’ve just bought some cheap pictures/frames at the op shop and used those.
It’s not particularly difficult, but a not cheap set up if you only want to do an occasional.
Mitre gauge/clamp, mitre saw, matt cutter, measure mat at least.

Unfortunately they have both moved and changed name since I did that, I’m not sure if they are around any more or not.
