Surely they want to stay there as long as possible because its right on the Freeway, and right next to the city. For mixing purposes it seems like a good spot.
But i get a conrete plant that large next to your house might not be ideal.

Sorry, but if you move next to a concrete plant, I have limited sympathy for noise and concrete dust complaints. That’s like moving next door to a pub and complaining about the noise.

The renewal approvals have been under rolling extensions since the early 2000’s. The physical plants were there long before then, though.
Nobody would actually build a plant with a 5-year council approval. The risk is too high that it wouldn’t be renewed.

Not sure I would want to live in an apartment that close to the freeway. Would be noisy and polluted.
That said I can see how if you lived next to the batch plants you would rather something else as a neighbour. Making a case for affordable housing being there is likely to win political support.
Yeah, the social housing angle, is a smart argument, and has a lot of merit, seeing as its so close to amenities.
