Surely they want to stay there as long as possible because its right on the Freeway, and right next to the city. For mixing purposes it seems like a good spot.

I get the impression no, because its says they’ve been there on rolling time approvals since the early 2000’s.
The renewal approvals have been under rolling extensions since the early 2000’s. The physical plants were there long before then, though.
Nobody would actually build a plant with a 5-year council approval. The risk is too high that it wouldn’t be renewed.
