I disagree with you on zero chance but I think it depends on which part of the country you live. When I lived in central oz, the cops got racial slurs constantly no matter their race and just ignored it. Down here in nanny land though, the cops want to charge you when you make fun of their hair style.
To be clear: I’m saying the cops would never charge if the victim of this racial hate (when the racial hate is as mild as “you’re fucking stupid and [colour]”) is not a cop. And if they wouldn’t do it for the general public, they shouldn’t do it for themselves. They would—especially if it’s one extra charge on top of some other charges—but they shouldn’t.
