At the end of the day, sex is a natural human behavior, possibly even the main behavior we strive towards when it comes to our collective survival. Putting bureaucracy might sound good at fixing certain issues, but it will ultimately cause way more problems than it could ever hope to solve.
A better solution would be a mandatory parenting course that if you fail numerous times would require you to have some sort of government influence on the child’s upbringing so that you don’t just spend all the welfare money you get on your dependents on your meth habit.
The opposite situation is also an issue.
The government should not force you to have kids if you don’t want to/ won’t be able to properly care for them.
