From shutting down all existing forms of welfare and the expensive systems around them. You turned 17? Here’s your UBI. No means testing, no regular checks to see that you’re still applying for jobs to get your unemployment, no jumping through hoops to get disability etc. Turn 17, get UBI - simple and cheap.

It would be the solution, though. Redistribute excess to those who have less because there is no egregious excess without egregious poverty.
