      Since the USA named their president commander in chief… this means the president gives orders to the army, the army lays out a plan and budget proposal, then congress needs to validate it.

      That’s their function. They advise where warfare is in the nation’s best interest. It’s always been that way.

      Now Congress can and will limit them. But their capacity has always been who we should attack. It’s even parodied in movies when generals are advising leaders.
