It’s really, really hard to find a movie villain equivalent to Musk. To make movies entertaining the villains have to be clever and/or menacing. Even in comedies like Austin Powers or Megamind they have to be somewhat intelligent or powerful to make defeating them a challenge for the heroes.
Maybe Musk counts as a Lord Farquaad, whose main power is… power? Even then it’s a stretch.
The first one had Jeff Bridges as Obidah Stane being the bad guy. Stane was pretty clever and menacing. Iron Man 2 had Mickey Rourke as Ivan Vanko, who was a pretty awesome bad guy (this movie also featured an Elon Musk cameo). I think you probably mean Iron Man 3 where the bad guy was Guy Pearce playing Aldrich Killian, a sniveling nerd who becomes powerful, but also is the “power behind the throne”, making people believe that The Mandarin appear to be the bad guy.

Ironically, Elon Musk has a cameo in that movie. But he pretends to be a success, so Justin Hammer’s still a better fit.
