It’s not really surprising, he doesn’t seem qualified or competent enough to manage a team that could perform efficiency analysis and implementation on something like the US Military Industrial Complex, let alone direct the whole thing. I mean he’s been proven (twice) to not be qualified or competent enough to run a veteran support service.
