There was a plan (never successful, not actualy possible to implement) to put a price on email - a fraction of a cent per message, with proof of payment encoded in the headers to make scam spam uneconomical
That could never work with a reddit-like service, for money spam and for ideals trolling wouldn’t care about $50 a year.
