Are there good reasons or past experiences which support that it’s “the younger sibling”? At first, taken for itself, this sounds to me like the usual nuclear de-escalation talk and not the other way around.

If you speak Kremlin, that’s their way of saying that they want us to think that they are considering using nuclear weapons. It’s the younger-sibling-on-a-road-trip’s “I’m not touching you” of nuclear threats.
