Are dogs not supposed to lick their paws?
They probably meant compulsive licking, it can be because of allergies or anxiety and it can make their paws raw and sore. Sometimes after you treat the allergies dogs will still do it out of habit. Not sure what the backstory is in the OP but it’s a pretty normal problem.
