FO4 Survival mode still has the best scavenger-type gameplay I’ve ever experienced. The main story (which trades blows with Fallout 3 in terms of worst in the franchise) takes a backseat to searching for medicine in a ghoul infested hospital or crawling through sewer tunnels to get the jump on a raider boss
I don’t use power armor because it makes it much harder to be stealthy
I haven’t had issues with the AI honestly. I’m using The Midnight Ride modding guide, and it has mods like NPCs Use Items and Chemfluencs - AI Combat Dynamics that seem to have improved it a lot.
I’ve been using Damn Apocalypse as my main survival overhaul mod. You might be thinking of FROST which really kicks things up a notch and makes things wintry, but I haven’t tried it either. There’s also Horizon which is like Damn Apocalypse but heavier rand more complex (or rather, DA is a lightweight alternative to Horizon).
Why? That game sucks not because of bad graphics, but shit writing.
And worse NPC AI than Oblivion

Eh tried it and yeah it’s really thrilling until I got tired and got into the
EVApower armor.Still the AI is so bad it ruined the whole experience.
