So I don’t have access to the AP of the house I’m in (someone else manages the network).
I only have access to the wireless network and im located in the basement so my connection even with repeaters is not the greatest. I do have a functional coax outlet in my room for cable tv. (NOT satellite).
Can I get MoCA adapter connect it to the outlet and have wired ethernet without needed to mess with the access point?

If that someone else who manages the network will allow you to add MoCA adapters the the coax network that can be done.
Here are some diagrams from GoCoax that show how to use MoCA. Splitters need to be 5-1675mhz and PoE filters need to be added as shown in the diagram that applies to your setup.
