Elon Musk says that approval to launch should happen in time for a Friday launch.

Note that he didn’t specifically say this Friday, just “a Friday”. :)
However, all signs currently point to November 17th as the current target.
He actually didn’t say when it would happen. He just said they would probably have the license by Friday.
