I don’t think they’re saying that at all. Everybody poops. But obviously the library needs to lock up at night. Shutting down WiFi means fewer people will congregate, which means less poop outside.
Instead, the city should provide public wifi and public toilets elsewhere, or maybe additional portable toilets outside the library.

There are no public toilets in the vast majority of San Francisco.
