I would say the top. A lot of important organs like tonsils are there which can get hurt when people get cold. but the best way would probably still be just wrapping their entire neck somehow.

The width of a scarf matches the height of a human neck, so a scarf for an ostrich would look closer to a blanket. That or a tube sock.
Edit: I just realized, given the length of the ostrich and relative proportions, a human scarf would be closer to a decorative necklace
