You would assume that AWS would run their own mirrors to prevent this but I guess something has gone wrong.
They do on Ubuntu but it’s not impossible people are installing their own distros or custom images based on the regular release that doesn’t use AWS’s cache.
This is so strange.
There’s an AWS service called CodeArtifact (https://aws.amazon.com/codeartifact/) that’s literally designed to cache binary distributions so you don’t have to keep hitting origin repos.
