Reminds me of the game The Wandering Village.
I like this one more then the cow city, since turtles tend to maintain the orientation all the time.
I wonder what the intended uo and down mechanism is? Rope ladder? A town for natural flying creatures?

Maybe the turtle sits down next to a certain rock, where the people have built a drawbridge.
Maybe the turtle lowers his head to whoever he finds worthy, and lifts them up in his mouth to place them on his back. The unworthy get the same invitation, but they end up crunched.
